Frequently Asked Questions

Below is a list of frequently asked questions regarding the Borrego Maneuver Area. Please contact us if the answer to your question(s) cannot be found here.

  • What should I do if I find ordnance on my property?

Do not touch, remove, or disturb the ordnance in any way! Call 9-1-1 or your local law enforcement officials. For San Diego County, call the Sheriff Department at (760) 767-5656 and for Imperial County, call the Fire Department Bomb Squad at (760) 355-1191.

  • Where are the former range areas located?

Historically, the use of specific ranges changed and the boundaries and locations of the ranges changed. As part of the initial phase of the ordnance study, USACE is reviewing historical range maps and aerial photographs to verify the locations of former ranges and locate them as accurately as possible. You may observe our initial assessment of these range locations by viewing our Munitions Response Areas Map.

  • What types of ordnance were used at the Borrego Maneuver Area? If found, could they detonate today?

A search of historical archives indicates the use of small arms ammunition, bombs and rockets (both practice and high explosive), and high explosive anti-aircraft projectiles. Therefore, a possibility does exist that ordnance, if found, could detonate if disturbed. As recommended above, if any type of ordnance is found it should not be touched, removed or disturbed in any way.

  • Has ordnance been found in the area of the Borrego Maneuver Area?

There have been reported findings of ordnance items. When reported, the items have been safely removed by trained safety professionals. Some property owners relayed having encountered items such as small caliber bullets and metal fragments on their property. Current information shows there have been no accidents involving any unexploded ordnance at the Former Borrego Maneuver Area.

  • How will the USACE conduct the ordnance evaluation? How long will the evaluation take and when will the removal be complete?

The USACE will conduct the evaluation in accordance with the Defense Environmental Restoration Program. The time required to complete the evaluation and removal process will depend upon the findings of each phase of activities.

  • I'm interested in building on my property. Will you come out an do a clearance?

Our program only allows us to follow a systematic process laid out in the Comprehensive Environmental, Response, Compensation and Liability Act. The process is called a Removal Action and limits us from clearing properties on a case by case bases.

  • How will the government obtain access to private property of the study?

The government obtains access to private property through a formal process using standard Access Agreements. An Access Agreement is a legally binding agreement between a property owner and the government and is commonly used assessments, evaluations, or investigations. This standard agreement is negotiable.
